DESCRIPTION The department is responsible for all matters relating to engineering; public and private building construction and inspection; construction, inspection and maintenance of public streets, highways, bridges and drainage facilities; acquisition of public and private properties for public purposes; design, operation and maintenance of traffic signals and traffic control devices excluding wastewater and solid waste; and all other public works projects.

DESCRIPTION The Public Works Administration Office coordinates the fiscal, procurement and personnel activities of the department.
  • Public Works Projects - Issues plans and specifications for public works construction projects, conducts bid openings and processing of contracts.
  • Moving Permit - required when moving heavy vehicles and/or objects exceeding the height, width and length specified in Sections 291-34 and 35, Hawaii Revised Statutes, on County roads.

DESCRIPTION
  • The Building Division is responsible for the administration and enforcement of building, electrical, and plumbing codes. The purpose of the codes is to ensure that the construction meets minimum standards to safeguard life or limb, health, property, and public welfare.
  • Kona Building Division Office - Services North and South Kona, North and South Kohala, and Ka'u districts only. Permit issuance from this office limited to all residential/accessory structures and non-residential structures.
  • Building, Plumbing, and Electrical Permits are required for all building construction work to include renovations, additions, sheds, garages, patios, animal kennels, and antennas over 6 feet in height.
  • Architect's or Engineer's review - Building construction requires a review by a licensed professional structural engineer or architect.
  • Accessibility Standards - Provisions for the physically disabled.
  • Building Code - Requirement of minimum standards to safeguard life, health, property, and public welfare.
  • Electrical Code - Requirement of minimum standards for electrical installations.
  • Plumbing Code - Requirement of minimum standards for plumbing and drainage installations, including gas systems installation.
  • All plumbing and electrical work requires a permit.
  • Building requires a permit for any structure over 6'0" height, and as stated in section 5-1.0.8, as amended.
  • Energy Code - Requirement for efficient use of heating; ventilation and air conditioning.
  • Outdoor Lighting Code - Adopted to prevent light interference for the astronomy facilities on Mauna Kea.
  • Parking Meter - Operates and maintains parking meters on County facilities. Report location, meter number and nature of problem.
  • Sign Ordinance - Requirements for the control of outdoor signs and banners.

DESCRIPTION
  • Development Review Checklist - A checklist is available for reviewing drainage/flooding, traffic requirements for proposed developments, to assist the Planning Department, for engineering related requirements.
  • Subdivision Review Checklist - A checklist is available for reviewing plat maps for proposed subdivision developments, to assist the Planning Department, for engineering related requirements.
  • Subdivision Construction Plan Review Checklist - A checklist is available for reviewing construction plans for proposed subdivision developments, to assist the Planning Department, for engineering related requirements.
  • Drainage and Flood Zone Requirements - Special requirements required for any type of development that alters any drainage, watercourse, or a designated flood zone.
  • Permits Required:
  • Grading Permit - required when any one of the following items are exceeded:
    • 100 cubic yards of excavation or fill;
    • Vertical height of excavation or fill measured at its highest point exceeds 5 feet; or
    • When the general and localized drainage pattern with respect to abutting property lines is altered.
  • Grubbing Permit - required when the area cleared exceeds one acre (43,560 square feet).
  • Private Waterline Permit - required for placement of a private waterline within the County Right-of-Way.
  • Permit to work within the County Right of Way - required for any type of work within the County right-of-way before construction; i.e., landscaping, utility lines, driveways, sidewalk repair, and construction.
  • Stockpiling Permit - required if the material stockpiled exceeds 500 cu. yards.
  • Use of County Streets:
  1. Publication dispenser permits include permits to place newspaper stands, news racks, or other dispensers of handbills or other printed/written materials on or over a county sidewalk.
  2. Sidewalk use permits include permits to place garbage receptacles, decorative planters, public benches, required provisions for the disabled or other items which will be placed in or on the county street for non-commercial purposes that are deemed by the director to promote public welfare.

  • Encroachment - The abutting owner is responsible for maintaining the sidewalk areas fronting his property, which includes keeping it clear of growth and repairing damages caused by the abutting owner.
  • Littering - Call the State Community Workday Control Office to report littering:

  • Ad Signs - Removal of Advertising within the County right of way.
  • Driveway Maintenance - The user of the driveway, including that portion within the County right of way is responsible for its repairs and maintenance.

DESCRIPTION
  • Street Lights - Maintains street lights on County and State highways. Report location (street name and pole number, address, intersecting street or landmarks) and nature of problem to Traffic Division.
  • Traffic Signals - Maintains traffic signals on County and State highways. Report intersection name and nature of problem to Traffic Division.
  • Traffic Signs and Markings - Maintains traffic signs and markings on County highways. Report location and nature of problem (damage, missing or hazardous signs and markings condition) to Traffic Division.

    Note: For State highways traffic signs and markings, contact the State, Department of Transportation, Highways Division, at (808) 933-8878.
