KA'U TO SOUTH KONA WATER MASTER PLAN

AUTHORIZATION: County of Hawai‘i, Office of the Mayor, Department of Water Supply & Planning Department

CONTRACT AMOUNT: $250,000

LOCATION AND DESCRIPTION: The project area encompasses parts of Ka‘u and South Kona districts. The study area begins at South Point and extends North to Ho‘okena. The Ka‘u to South Kona Water Master Plan was initiated to address potable water source identification and distribution for the southwest portion of the Big Island. A successful water plan for this region must be first and foremost a broadly based people plan. Technical elements of geohydrology and water system engineering will be developed within an overall community-based regional planning context. The plan will provide water development recommendations for the entire region, which represents the "gap" between the County’s existing water systems in Ka‘u and South Kona.

OBJECTIVE: To develop a community-based water master plan that will provide:

    1. Short Term: provision of basic water supply for as many needs as possible;
    2. Long Term: a strategy and process for planning and implementing water supply systems that will meet the projected year 2020 water needs of the region.

SCOPE:

  • Compile and analyze baseline data for the region including land use, population, water systems, water needs, past and budgeted water projects, development trends, County General Plan policies, and environmental issues.
  • Undertake a community consultation and public participation process to identify stakeholders, and to conduct interviews, special interest group meetings, and general public meetings.
  • Develop a water source strategy to locate, test, and develop alternative water sources for domestic and agricultural uses.
  • Identify reasonable alternatives for water source, transmission, storage, and distribution.
  • Develop a water master plan illustrated with maps, diagrams, and numbers for service characteristics and costs.
  • Identify potential funding sources and prepare a grant application for funding the first phase of the planned water system.

TIMELINE: The planning work began in April 2003. The plan will be developed in consultation with the County and the community and is expected to be completed by February 2004.
