Users Guide to a Fun, Safe July 4 Celebration
The 4th of July celebration and fireworks in Hilo is a wonderful event that has become a tradition for many families. For the fifth year running, plans have been made that will provide more fireworks viewing area and make it possible for more families to enjoy this day, while addressing safety concerns that have arisen. There has been special concern for children because of excessive drinking, violent behavior, and vehicles driving on the beach and grass areas, especially after dark.
The following public safety agencies have been working together to make this 4th of July celebration a fun and safe event. These agencies are Civil Defense, Fire Department, Police Department, Parks and Recreation, Public Works, Environmental Management, Mass Transit Agency, State Highways, State Parks and DOCARE.
July 4 plan for parking, shuttle services, tents and road closures
A plan has been developed that involves designated parking areas, free shuttle services, several large public rest tents and road closures. The public rest tents will include the following: 8 tents on Mooheau Park lawn, 6 tents on the makai soccer field between the two County parking lots on Kamehameha Avenue., 4 tents near the restrooms by the canoe sheds and 2 tents near Isles parking lot. This will provide good fireworks viewing as well as address public safety concerns.
The Bayfront Highway will be closed from 6:00 to 10:00 p.m. on the evening of the 4th of July so people can watch the fireworks safely from these areas. Additional parking will be available on the Hamakua side of Kumu Street, where people can then cross Kamehameha Avenue and access Bayfront through gates in the fence. Free shuttles will be available to carry people and their picnic gear from designated parking areas to viewing areas. While Kamehameha Avenue will be open there will be no parking along Kamehameha Avenue or the adjacent open fields.
Existing regulations prohibiting tents, canopies, alcohol and fireworks will be observed and enforced.
We realize that these changes will inconvenience some people who are used to parking on the grass and in the Bayfront area. Please understand that these measures are being taken to make this a safe and fun day for all.
Terrific Evening Fireworks Viewing Where are the Great Spots?
ˇ On and along the Bayfront Highway and beach area. Three pedestrian gates are located along the fence along the Bayfront Highway and will be marked with orange flags.

Where Can You Park on July 4th?
ˇ County Building and Aupuni Center parking lots on Pauahi and Aupuni Streets.

ˇ Designated disabled parking available in all parking areas, and an area exclusively for disabled parking at the Liliuokalani Park Tea House parking lot.
For those parking at Wailoa Center, the State Building, the County Buildings and on nearby mauka streets, please access the viewing area through the crosswalk at Pauahi Street.
How Can You Get To and From the Parking and Viewing Areas?
ˇ Free round trip shuttles will run to and from designated parking and viewing areas from 3:00pm to 10:00pm on July 4th.
ˇ Shuttles are equipped with lifts to accommodate persons with disabilities.

ˇ Lihiwai Street from Banyan Drive near Coconut Island to Old Isles parking lot, 12:00 noon on July 3 to 10:00 a.m. on July 5.
ˇ Bayfront Highway from Waianuenue Avenue to Wailoa Bridge, 6:00 p.m. to 10:00 p.m. on July 4. (No parking allowed all day.)
ˇ Pauahi Street from Kamehameha Ave. to Bayfront Highway, 6:00 p.m. to 10:00 p.m. on July 4.
ˇ Access will be restricted to Bishop Street and Piopio Street July 4, 8:00 a.m. to 10:00 p.m.
Why Are We Closing Bayfront Highway to Vehicle Traffic from 6:00pm to 10:00 pm. on July 4th?
ˇ To allow for better fireworks viewing and more viewing area on the roadways.
ˇ To ensure the safety of viewers/pedestrians by eliminating traffic.
Existing Regulations Prohibiting Tents/Canopies, Alcohol and Fireworks Will Be Observed.
Why No Tents or Canopies?
ˇ To prevent accidents and injuries due to fire.
ˇ To create safer and better fireworks viewing.
ˇ To allow emergency responders to reach people needing assistance.
ˇ Tents and canopies are prohibited in state parks.
Note: Several large public rest tents will be available in designated areas
What About Restrooms?
Along with permanent facilities, portable toilets will be located throughout the areas.
Please Keep Our Hilo Town Clean: In past years, over 11 tons of litter was left by people and volunteers pitched in to pick it up.
ˇ Trash bags will be distributed by Parks and Recreation personnel on July 4th.
ˇ Dumpsters will be located throughout the areas. Please use them.
Boating and Watercraft Restrictions during the fireworks
DLNR enforcement officers will make spot checks at locations statewide to ensure that all boats, personal water craft and kayaks are equipped with required safety equipment onboard, and that gear is operational and up to date. Officers will also inspect for overloading, DUI and other rules and regulations established by DLNR and Coast Guard.
Marine Safety Advisory: All vessels, thrill craft and kayaks in Hilo Bay must stay 300 yards away from Coconut Island on July 4 from 6 p.m. to 10 p.m. This is to ensure safety during the fireworks display.

Fireworks Permits Issued at Sites Islandwide Ahead of July 4 Celebration
Fire Chief Darryl Oliveira has announced that fireworks permits are being issued at various sites islandwide for the upcoming 4th of July celebration.
The sites are:
ˇ Fire Administration Office located at the Puainako Center, 2100 Kanoelehua Avenue, Room C-5 (next to Checkers) in Hilo, between June 25 and July 3 from 8:00 a.m. to 4:00 p.m. daily (excludes Saturday and Sunday);
ˇ Kona Fire Prevention Bureau office at the Kona Service Center, Hanama Place, 75-5706 Kuakini Highway, Suite 109, Kailua-Kona (on June 29, July 2, and July 3 from 8:00 a.m. to 4:00 p.m. daily).
Fireworks permits will also be sold at the following stores:
ˇ Pinkys in Papaikou
ˇ Puna Fresh Foods
ˇ Wiki Wiki Stores at Kawailani, Kamehameha Avenue, and Orchidland
ˇ Island Market Naalehu
Each permit, which costs $25.00, will entitle the holder to purchase 5,000 count firecrackers. Permits will be issued to a person 18 years of age or older and are non-transferable. Setting off of fireworks is allowable only between the hours 1:00 p.m. to 9:00 p.m. on July 4th. Permits should be visibly displayed at the site of use on the day at the time of the firing.
Persons who fail to follow all rules and regulations may have their permit revoked.
Chief Oliveira reminds the public that it is illegal for anyone to:
ˇ Remove the powder or pyrotechnic contents from any fireworks;
ˇ Throw fireworks from a moving vehicle;
ˇ Set off any fireworks: At any time not within the time periods as permitted; within 1,000 feet of any operating hospital, nursing home, home for the elderly or animal hospital; in any school building or on any school grounds and yards on any occasion; and on any highway, alley, street, sidewalk or other public way; in any park; or within 1,000 feet of a church during the periods when services are held.
ˇ It is illegal for any person to offer for sale, sell, or give any fireworks to minors, and for any minor to possess, purchase, or set off, ignite, or otherwise cause to explode any fireworks, except under the immediate supervision of an adult.
Fireworks sales will not begin until June 29, 2007. Public displays will be held at the following locations:
ˇ Coconut Island in Hilo, 8:00 p.m.
ˇ Kings Shop in Waikoloa, 8:30 p.m.
ˇ Barge display, off-shore Ali`i Drive in Kailua-Kona, 8:00 p.m.
The Hawaii Fire Department is asking for your help in preventing fires and needless injuries. Please follow all of the rules and guidelines to assure a safe and enjoyable holiday for everyone. Please be mindful of the dry conditions, have water or a fire extinguisher on hand in case of fire, and properly dispose of used fireworks.

County Seeks Applicants for Public Access, Salary Commission Vacancies
The County of Hawai`i is seeking civic-minded applicants to fill vacancies on County commissions. Citizens have the opportunity to serve on important boards and commissions that make decisions which affect the quality of life on our island, and determine the future for generations to come.
The following commissions currently have vacancies:
ˇ Public Access, Open Space and Natural Resources Preservation Commission: District 3 vacancy (represented by Council member J Yoshimoto)
ˇ Salary Commission: Vacancies in District 4 (represented by Council member Stacy Higa), District 5 (represented by Council member Emily Naeole), District 6 (represented by Council member Bob Jacobson).
The Public Access, Open Space and Natural Resources Preservation Commission, commonly known as the Open Space Commission, is charged with developing and maintaining a prioritized list of qualifying lands within the County worthy of preservation, and to make annual recommendations to the Mayor and County Council regarding those properties. This commission includes nine members appointed by the mayor and confirmed by the Council.
The Salary Commission reviews and compensates all County elected officials and appointed directors and deputy directors so that their total salaries and benefits have a reasonable relationship to compensation in the public and private sectors. The Salary Commission consults with those boards and commissions which have appointing authority for department heads.
Volunteering for commissions normally takes no more than one day a month, and a few hours a month in preparation time. You will have the satisfaction of knowing you have served your community and played a part in shaping the future of our island.

County of Hawai`i Offers Home Repair Loans
The Office of Housing and Community Development is currently accepting applications to its Residential Emergency Repair Program (RERP). This program was established in 1997 to make low-interest loans available to low-and moderate-income homeowners who are interested in repairing and improving their primary residence.
The RERP loan can be used for roof repairs, electrical and plumbing work, sewer improvements, termite treatment and damages caused by termites or wood rot and the installation of a solar water heating system.
Loans range from $2,500 to $25,000 at 3% interest. Loan payments are deferred for 15 years at which time full payment will be due. Applicants 62 years or older or with special needs may have 30% of the principal balance of the loan forgiven as a grant.

Police Officer of the Month Luncheon in Kona July 11
The next Police Officer of the Month luncheon will feature Officer Richard Nery as the honoree, on July 11 from 12 noon at the King Kamehamehas Kona Beach Hotel. Officer Nery is being recognized for his efforts in the arrest of two suspects and the recovery of over 86 grams of methamphetamine and $8,930 in cash following a traffic stop.
Keith Harris, the coordinator of the County Department of Environmental Managements Abandoned Vehicle program will be the featured speaker, and will describe his program which removes cars abandoned on private property.
The program will also include the installation of the officers and directors of the KCPC who will serve until June 30, 2008.
The Kona Crime Prevention Committee is an organization that encourages community involvement in aiding and supporting the Kona Police Department in their efforts to prevent crime, deter potential criminals and enforce the law. Membership is open to organizations or individuals wishing to further the purposes of the Kona Crime Prevention Committee.
The public is invited to attend the Officer of the Month luncheons held on the first Wednesday of each month. Cost of the luncheon is $18. Parking in the King Kamehameha lot is an additional $2.

County to Hold Public Auction of Real Property in Kona July 12

Nominations Sought for Womens Hall of Fame Deadline Sept 1
The Hawaii County Committee on the Status of Women is seeking nominations for the fourth annual Womens Hall of Fame awards, to be announced later this year.
Nominees should represent women from all walks of life who are regarded as role models, mentor others, possess a strong code of ethics and have worked to advance the status of women in the County of Hawai`i.
Nominations should be in narrative form, clearly describing the nominees merits.

County Accepting Applications for Elderly Housing in Pepe`ekeo
The County of Hawaii, Office of Housing and Community (OHCD) is currently accepting applications for one-bedroom units located at the Kula`imano Elderly Housing Project in Pepe`ekeo.
Occupancy cannot exceed 2 persons per unit. Eligible applicants must be 62 years of age or older and meet income requirements. The tenants share of rent is based on gross income of the household.
Gross annual income by household size cannot exceed:

ˇ 2-person household $ 24,900

Type in the TMK number and click search. Click on the parcel ID #, then click on the icon Generate a Permit Report. Wait a few minutes for the information to download. Water Restriction Notice Waimea Town to Kawaihae, Upper Paauilo, Ahualoa
Due to the continuing prolonged dry weather conditions and the large demand of water from our water system, Department of Water Supply customers in the affected areas, previously under a Water Conservation Notice, are now under a Water Restriction Notice.
Affected areas: Waimea Town to Kawaihae, Upper Paauilo and Ahualoa.
A Water Restriction is a call for a mandatory 25% reduction in water use. With your full cooperation, residents can be supplied with water during the prolonged dry weather conditions. Listed are some ways to restrict water usage and reach the 25% goal:
ˇ Wash full loads of laundry or dishes at a time.
ˇ Check faucets and pipes for leaks.
ˇ Serve drinking water only when requested.
ˇ Keep a container of drinking water in the refrigerator.
ˇ Do not let the faucet run unnecessarily.
ˇ When bathing, use water only to wet and rinse off.
ˇ Do not fill up the bathtub.
ˇ Use a glass to rinse when brushing your teeth.
ˇ Do not flush toilets unnecessarily.
ˇ Stop lawn sprinkling.
ˇ Stop car and boat washing.
ˇ Stop dust control watering.
ˇ Use drinking water wisely.
All agricultural users should keep water usage to a minimum. Irrigate only at night from 8:00 p.m. to 6:00 a.m. This measure will reduce water loss due to evaporation and minimize water system drain during peak demand.

Water Conservation Notice Puakea Bay to Halawa in North Kohala
Due to a breakdown of the Hawi No. 2 Deepwell, the Department of Water Supply urges consumers in the affected area to conserve water while the repairs are being made. A water conservation notice is a voluntary action to reduce water usage by 10%.
Affected Area: Puakea Bay to Halawa, North Kohala water system.
For customers in the affected area of this Water Conservation Notice, a list of ways to reach the 10% reduction goal is provided:

The Ikuo Hisaoka Gymnasium, a County Parks and Recreation facility in Kamehameha Park in Kapa`au, North Kohala, sustained major structural damage during the October 15, 2006 earthquake.
Extent of the damage
The connections where several of the buildings concrete columns join the steel roof framing were compromised by a loss of concrete around the anchor bolts connecting the two components.
The earthquake also damaged much of the suspended ceiling and many of the facilitys light fixtures. Other damage included broken plumbing fixtures, cracking of walls and broken tiles.
Where are we now on the Hisaoka Gym repair project?
Here are the most recent and upcoming developments, according to the Dept of Parks and Recreation:
The bid package for Phase I (structural repairs and ceiling demolition) is being finalized in-house and we are anticipating public bid advertisement in mid-July with a bid opening of mid-August (specific dates yet to be determined). Preparation of plans and specifications for Phase II (architectural work ceilings, finishes, etc.) is ongoing.
The Countys emphasis is on getting the building structurally sound as soon as possible, so that the building may be entered safely.
Lots of people want to help
We would like to take this opportunity to thank the many people who have offered to help with the cleanup and repairs at Hisaoka Gym. The main objective now is to get the building structurally sound so that any workers or volunteers who want to help can enter the building safely.
Please know that as soon as we can, we will open up the building so that the volunteers can safely enter to offer their help.

Workshop on Successful Grant Proposal Writing at HPA July 30-August 3
Hawai`i Preparatory Academy (HPA) and the Hawaii County Resource Center, a program of the Department of Research and Development, are co-hosting a five-day intensive Grantsmanship Training Program. Participants will learn how to identify funding sources and how to successfully apply for grant funding.
The seminar will be held on the HPA Village Campus in Waimea in the 3rd/5th Grade classroom building July 30 to August 3 from 8:30 am 4:30 pm.
Designed for both novice and experienced grant seekers, this workshop covers all aspects of searching for grants, writing grant proposals, and negotiating with funding sources.

Workshop on Strategic Fundraising August 9-10 in Waimea
One of the greatest needs among nonprofits is identifying funding sources and learning how to maintain solid financial ground. The Hawaii County Resource Center, a program of the Department of Research and Development, will host a two-day workshop on strategic fundraising that will be held at the Anna Ranch Tea Room in Waimea on August 9-10 from 8:30 am 4:30 pm.
Participants will learn how to develop a comprehensive plan for fundraising activities and various strategies for funds solicitation, membership strategies and special events, and special campaigns programs. This workshop is highly interactive and utilizes discussion and exercises to assist participants in developing concrete and strategic steps for a comprehensive fund development program.
Instructor Judy Gooch has been active in fundraising and other aspects of nonprofit management for more than 30 years. She has worked with large and small organizations, with educational institutions, museums and other arts and cultural organizations, hospitals and health care providers and social service agencies of many types.

Earthquake Repairs -- How to Apply for Building Permit Waiver
Here is some information regarding who qualifies under the emergency ordinance for waiver of certain requirements and fees for emergency repair work.
To qualify for the waiver of certain requirements, the applicant must complete the Waiver of Certain Requirements Form. It is available either at Public Works, by fax or online. The form must be completed and brought in at the time they apply for a permit to the Hilo or Kona Public Works offices within sixty (60) days from the approval of the ordinance.
Proof of Earthquake Damage
To qualify for the emergency repair work and take advantage of the waiver, the applicant must show proof that damages were caused by the earthquakes. This can be done by filing an incident report with Civil Defense by calling 935-0031 or online at www.co.hawaii.hi.us . Click on EarthQuake Emergency Information.
Homes that received a green tag following the earthquake may make repairs without a permit. No inspections are required.
How do you get a yellow tag (restricted use) declaration removed?
This is a yellow tag that only an inspector with the Building Division of Public Works can remove.
Visit either the Hilo or Kona Building Division of Public Works or call Civil Defense at 961-8604 and give them your name and the district you reside in.
Electrical and plumbing work must be performed by a licensed electrician or plumber.
Structures must be restored to their original condition prior to the earthquakes of October 15, 2006. An inspection by the Building Division of Public Works may be required depending on the extent of damage.

Real Property Tax Division Taking Applications for Post-Quake Tax Relief
The Hawai`i County Real Property Division encourages property owners with earthquake damages to apply for real property tax relief.
To start the process, please download the application form at www.hawaiipropertytax.com . Real Property Tax assessors will visit the affected properties whose owners apply for such tax relief. Besides damage to buildings, land lost in the earthquake, such as landslides into the ocean, will also be eligible for reassessment.
Substantiating documents of damage such as photographs, contractors quotations or appraisals may be submitted at the time of application. The deadline to file applications is June 30, 2007.
Steps to complete the application:
Note: This application is only for real property taxes paid, or due. In all cases, the amount of relief will not reduce the total annual taxes to less than the minimum tax for the parcel. If you are currently paying the minimum tax, please do not complete this form, as no relief will be calculated. The tax relief calculation will be based on the balance of the tax year, October 15, 2006 to June 30, 2007.
Please be advised that the Real Property Tax Office does not assess, or tax, improvements such as retaining walls, fences, landscaping, and driveways. Therefore, damage of this type would not result in any tax relief.

Amnesty Bill for Illegal Residential, Ag Structures - Requirements
The County Council has recently passed an Amnesty Bill which will allow the homeowner to apply for permits for illegal structures (residential dwellings, R-3 occupancies and agricultural buildings M-1 occupancies) that were constructed and finished before January 1, 2006.
Should you choose to take advantage of the Amnesty Bill, please be aware of the following minimum requirements:

The Countys Department of Parks and Recreation is working on plans for repairs to the Kawamoto Pool. Here is where we are in the process:
The contractor has installed the new filters and associated piping and is currently working on installation of the pumps, motors and VFD (Variable Frequency Drive, which is a part of the pump equipment.) They are also working on installing a new stainless steel spool that penetrates the wall shared by the surge tank and pump well. The reinforced concrete wall will be re-poured this week and allowed to cure thereafter. The work on the tower is completed and it has been repainted/recoated. Pool staff is currently replacing the transverse expansion joints backer rod and sealant at the pool basin floor, and upon completion, the pool will be completely refilled. Construction work is progressing on schedule.
Construction completion is anticipated to 1-2 months following receipt of the equipment, which allows for installation, refilling the pool, testing the equipment and properly treating the pool water. Barring any unforeseen problems, the projects anticipated completion time is mid-August 2007.

Kuakini Highway Construction Update
Construction work to widen Kuakini Highway, from Palani Road to Hualalai Road, commenced on November 8, 2004.
Kuakini Highway will be widened to four lanes for automobiles, including two through-lanes in each direction, and a pocket lane for left turns where appropriate. In addition, there will bicycle lanes on both sides throughout most of the project. The construction is anticipated to end during the second quarter of 2007.
One lane will be open at all times from 8:30 a.m. to 3:00 p.m. while construction is in progress. Outside of these hours, one lane in each direction will be open.
The contractor, Hawaiian Dredging, will work with the adjacent businesses and residences to assure that a reasonable access to the businesses and residences will be maintained throughout the construction period. However, motorists traveling in the area should drive with caution.

The Kuakini Highway improvement project has included widening the road from two to four lanes from Palani Road to Hualalai Road, building pocket lanes for left turns, adding bicycle lanes, sidewalks, curbs and gutters, retaining walls, and utility relocation.
The project is part of an action plan the County of Hawai`i is using to prioritize solutions to mitigate traffic congestion in Kona. The action plan is based on a study the County commissioned in 2000, entitled Keahole to Honaunau Circulation Plan.

Hawai`i Island Leadership Series Ulu Mau Seeks Applicants for 2007-2008
The Hawaii Island Leadership Series - Ulumau was created to expand the ranks of community leadership by providing a broad range of leaders with the knowledge and incentive to confront the needs of the community. There have been 56 individuals enrolled in the Series since the first class in 2003/2004.
To encourage participation at all levels; The Hawaii Island Leadership Series encourages corporate sponsorships, scholarships, and donations through Friends of the Future, a non-profit 501(c)(3) organization.
Applications for the 2007/2008 Series are being accepted through June 30, 2007, with acceptance notification by July 16, 2007.

Subjects explored include: Hawaiian Values and History; Public and Private Education; Government; Health and Human Services; The Judicial System; Economic Diversity (agriculture, sciences, tourism, and development; Quality of Life; and future plans for Hawaii Island.
The Series closes with a two-day retreat and graduation celebration in June.
The Hawaii Island Leadership Series -- Ulumau began as a fledgling program under the wings of the Kona-Kohala Chamber of Commerce.

Kailua-Kona Independence Day Parade in Kailua Village July 4
The 12th Annual Kailua-Kona Independence Day Parade, whose theme this year is Celebrate America, will be on Wednesday, July 4, at 5:00 pm, beginning at the Kona Kekuaokalani Gymnasium and ending at the Coconut Grove Marketplace.
This year, the parades Grand Marshals will be military veterans who all served our country in the Middle East. The Grand Marshals include Troy Kindred, Director of the Hawaii County Civil Defense, who is a graduate of Konawaena High School and serves in the Army Reserves; Hawaii County Police Officer Aaron Carvalho, who served in Iraq and received the Purple Heart for combat-related injury; and Hawaii County Fire Rescue Specialist Garrett Nishihara, who was deployed to Kuwait for a 14-month tour of duty.
A color guard, at least one band, marching units, floats, fire trucks, decorated vehicles and other varied entries are expected from the armed forces, schools, churches, businesses, service clubs and other local organizations and individuals.
Awards will be presented in the three categories of Float, Marching, and Patriotic. In addition, there will be awards for Best Crowd Pleaser, Best Use of Theme and our Judges Special Award.

National Water Catchment Experts Meet on Hawai`i Island Aug 15-17
The American Rainwater Catchment System Association (ARCSA) will host a gathering of experts from August 15-17 on Hawai`i Island to discuss national water supply problems and innovative solutions to rainwater harvesting.
With shrinking water tables and rising water costs becoming a problem throughout the United States, experts are focusing on water catchment systems as a preferred solution to expanding water supplies without incurring high infrastructure costs and associated higher taxes.
The Big Islands experience with water catchment systems may well provide one of the keys to future nation-wide water availability at reasonable costs.
The meeting at Kilauea Military Camp in Hawai`i Volcanoes National Park is being sponsored by the University of Hawai`i Cooperative Extension Service, the Hawai`i Rainwater Catchment Systems Association, the Hawai`i State Department of Healths Safe Drinking Water Branch, the Western region CSREES Water Quality Program and all four East Hawai`i Rotary clubs.

County to Construct New Public Parking Lot in South Kona
Parking space in the heart of Kealakekua will be increased with the addition of a 12-stall parking lot to be built and maintained by the County of Hawaii. There are also plans for additional public parking in Kainaliu.
The new Takeshi Kamigaki Public Parking Lot will be located between Orchid Isle Café and Hawaii Community Federal Credit Union, just off of Mamalahoa Highway in Kealakekua. In addition to parking, space has been designated for a bus shelter to be built in the future, according to Bruce McClure, Director of the Department of Public Works.
Construction is scheduled to begin the week of June 25, 2007 and will take approximately 60 consecutive working days to complete. Scheduled completion is October 2007. The County has taken a five-year lease on the land, with an option to renew at the end of that time. The estimated cost to construct the Takeshi Kamigaki Public Parking is $251,000.
Work on this phase of construction is slated for Monday through Friday, 7:00 a.m. to 3:30 p.m. and is not expected to affect the flow of traffic.
The County expects to add at least one and possibly two public parking lots in Kainaliu under similar lease agreements. Currently, the only public parking area in Kainaliu is located above Wallys Watch Store.
Parking lot project is part of South Kona roadwork
The Kealakekua parking lot is part of the third phase of South Kona roadwork that started in Captain Cook and ends at Haukapila Street in Kealakekua.
The second phase of improvements to Mamalahoa Highway in South Kona is now underway. The second phase includes three bus stops, left turn lanes, paved shoulders and swales along Mamalahoa Highway and the repainting of crosswalks. It is expected to run through the third quarter of 2007 at an estimated cost of $2 million.
(The first phase of construction, between Kamigaki Market and First Hawaiian Bank in Kealakekua, began in October 2006 and ended in March 2007. This $1.2 million project included constructing a left-turn lane, repainting new crosswalks, street lighting, and pedestrian safety features.)
The three phases are part of Keahole to Honaunau Circulation Plan
All three phases of this project are part of an action plan the County is using to organize and prioritize solutions to mitigate traffic congestion in Kona. The action plan is based on a study the County commissioned in 2000, entitled Keahole to Honaunau Circulation Plan.
The current work in South Kona carries out one of the strategies of the action plan to improve the capacity of north/south roadways by creating turning lanes to improve the flow of traffic.

County to Clear Post-Quake Debris from Old Laupahoehoe Road
Debris will be cleared from the Old Laupahoehoe Road in North Hilo so that the County can assess whether the public access will ever be re-opened. The roadway has been closed since the October 2006 earthquakes when extensive landslides covered major portions of the one-mile stretch.
Special equipment will be used to remove the soil that blocks the narrow winding road to the ocean.
Originally a road for vehicle traffic, Old Laupahoehoe Road has been an unofficial scenic trail for pedestrians in recent years. The clean-up project is expected to begin the week of June 18, 2007 and could take up to five months to complete. The scheduled completion date is October 15, 2007.
The estimated cost is $172,000, of which FEMA will pay 75%. This project is one of many post-earthquake repair projects undertaken by the County and partially funded by FEMA.
Because the road may be deemed unstable even after the debris is removed, a study will be done after the clean-up to determine whether it can be reopened for public access.
Traffic Calming along La`aloa Avenue in Kona Underway
North Kona residents can expect to encounter two speed humps and a speed table as temporary traffic-calming devices are installed along La`aloa Avenue. These devices are part of a traffic-calming demonstration along La`aloa Avenue that will lead to improvements to and the extension of La`aloa Avenue to Kuakini Highway.
The County Department of Public Works has installed the three traffic-calming devices for a 90-day testing period, and collected public comments through May 16 via a survey mailed to area residents. A second survey will be completed to compare travel speeds before and during the traffic-calming project. The goal for both surveys is to help the County determine what types of permanent features are best suited for La`aloa Avenue.
An Advisory Group, made up of community volunteers, continues to work with the County on the La`aloa Extension Project to ensure the goals and values of the community are incorporated into the proposed improvements and extension of La`aloa Avenue to Kuakini Highway.
The County is using a Context Sensitive Solution (CSS) process to facilitate discussion of the issues surrounding the La`aloa Avenue project. A CSS is reached by involving stakeholders in a projects development, alternative development, and screening and evaluation process. The Advisory Group has discussed goals, values, interests, issues and views, relating to the corridor. Construction is expected to begin in 2008.

Temporary Traffic Signal on Mamalahoa Highway in North Kona
The County Department of Public Works has installed a temporary traffic signal on Mamalahoa Highway in North Kona, which detours traffic at a section of the highway that was damaged by the October 2006 earthquakes. The traffic signal allows only one lane of traffic at a time around the affected area.
According to Bruce McClure, Director of the Department of Public Works, the traffic signal just south of the Palani Road junction at the 8.9 mile post is expected to remain in place until repairs are made.
However, the repair project is not scheduled to go out for bid until later this year.
Installation of a traffic signal at this location is a precaution, McClure said. We want to be sure the road is not further degraded by continuous use and that no accidents occur because of the condition of the highway.
McClure asked for the publics patience as the County works through a lengthy list of road repairs in the aftermath of the earthquakes. Many of these repairs are on stretches of the Mamalahoa Highway in North Kona.

Roadwork is Happening Around the Island of Hawaii
Take a drive around the Island of Hawaii and on any given day, and youre likely to be slowed or detoured around road projects that are in varying stages of completion. While motorists are sometimes frustrated by the slowdowns, the work is a sign that projects are underway.
The Countys Department of Public Works three current priorities are: Alii Parkway, Mamalahoa Bypass and repairs to earthquake-damaged bridges, roads and drainage ditches.
We are 80% done with the design for repairs on more than 20 earthquake damaged bridges, roads and drainage ditches, said DPW Director Bruce McClure. He estimated that the repairs will cost $8.6 million. Of that either 20% or 25% of the costs will be borne by the County depending if this is a Federal Highway Administration (FHWA) or a FEMA project. Those agencies are bearing the lions share of the costs, McClure said.
Most of the critical road repairs are located in North Kona along Mamalahoa Highway.

There are three areas of roadwork in South Kona, starting at Captain Cook and ending at Haukapila Street in Kealakekua. The improvements include turn lanes, sidewalks, drainage improvements and shoulder work.
South Hilo:
The County continues to work on complying with the Americans with Disabilities Act, improving some 204 ramps on sidewalks. Construction started in December 2006. Completion is expected in the fall of 2007.
Puna:
Work on realignment of Highway 137, also known as Red Road, has been completed. This stretch of roadway, measuring 2,500 linear feet, has been moved inland between mile posts 14 and 15. It provides a safer route and eliminates any danger of the road collapsing due to high surf. Estimated cost is $1.5 million. Additionally, the County is working to acquire the land for the Pohoiki Road Bypass. This new road will allow motorists to bypass Highway 137 when it is inundated by high tides around Isaac Hale Beach Park. The cost for the roadwork is estimated at $2.1 million. Construction is scheduled for the third quarter of 2007.
