Hawai`i Island Healthcare Conference December 1 Tackles Healthcare Crisis

The 2007 Hawai`i Island Healthcare Conference, sponsored by the County of Hawai`i, will take place on December 1, 2007 at the Waikoloa Beach Marriott.  This conference comes amid a healthcare crisis on the Island of Hawai`i, and is a concerted effort to bring health care professionals together with a cross-section of the community to identify the issues and work towards solutions in a unified fashion.

 

WHEN:           Saturday, December 1, 2007, 8:30 am to 4:30 pm.

WHERE:        Waikoloa Beach Marriott, Naupaka Ballroom

 

Dr. Chiyome Fukino, Director of the State of Hawai`i Department of Health, will be the keynote speaker.  Dr. Josh Green, Hawai`i State House of Representatives and Chairman of the House Committee on Health, will be the luncheon speaker.

 

The agenda will include presentations on the Medical Provider Shortage, the Medical Facility Shortage and the Long Term Care Shortage.

 

“To make this conference a success, we really want the community to come together and participate,” said Mayor Harry Kim, who will open the conference. “We're really hoping that members of the business community and other non-medical people will come out to the conference to give us their input.”

 

By the end of the conference, post-conference work groups will be formed to carry on the proposed courses of action.

Hawai‘i Recycles Day to be Celebrated Every November 15th

The following item was provided by Linda Peters, Recycling Coordinator with the Department of Environmental Management.

 

The Hawai‘i County Council recently passed Resolution #379-07 establishing an annual Hawai‘i Recycles Day on November 15th.  This coincides with America Recycles Day, an annual national campaign to encourage Americans to recycle and buy recycled products.

 

Why recycling matters to all of us

Recycling saves natural resources, lessens energy consumption and reduces global warming.  It also helps to promote litter free beaches and parks and creates jobs.  On the Island of Hawai‘i the need to recycle has grown even greater with the Hilo landfill nearing capacity, amid an ever-increasing population on our Island.

 

Here are some basic steps to get started recycling:

 

  • Call the County of Hawai‘i’s Recycling and Solid Waste Information Line: 961-5044.  Listen to pre-recorded information about all types of recycling and solid waste disposal services, including locations, hours of operation and items accepted.
  • Use the easy 2-Bin recycling system at your nearest transfer station.   Sort household recyclables into your recycling containers at home.  Sort  non-HI5 glass in one bin and mixed recyclables, such as,  most types of paper, cardboard, #1, #2 and #5 plastics, non-HI5 aluminum and tin cans (rinse clean, no lids) into another bin. Take recyclables to the 2-Bin recycling roll-offs at transfer stations. 
  • Compost green waste or take it to the collection sites next to the transfer stations in Hilo or Kealakehe (Kailua-Kona).  The green waste is ground into mulch and is free for the public to pick up.
  • Take household hazardous waste to the next collection advertised event in your area.   Collection days happen twice a year in Hilo and Kona and are being expanded to Pahoa and Waimea.  The collected waste is packaged and shipped to a processing facility.  The next HHW events are scheduled for December 1st in Hilo, at the Hilo Transfer Station, and December 8th at the Kealakehe (Kona) Transfer Station.
  • Purchase products made from recycled materials.
  • Reduce waste by buying products with less packaging or recyclable packaging.
  • Reuse items, and donate items that still have life to a charity thrift shop or a Reuse Center.

Continued analysis and recommendations by the Steering Committee on the Draft Table of Goals, Objectives and Actions

The Steering Committee will continue its systematic discussion of the Draft Table and offer specific recommendations on its content to John Whalen. Real-time track changes of the SC recommendations will be displayed and recorded.

 

1.      Growth Management Theme: (10 min). Members may submit prepared additional suggestions for changes to the Goals, Objectives and Actions of the Growth Management Theme.

2.      Mobility and Energy Conservation Theme: (90 min). Members may submit prepared additional suggestions for changes to the Goals, Objectives and Actions of the Mobility and Alternative Energy Theme.

a.      Discussion on the responses received from the County to questions by Jon Olson and Stephanie Bath.

b.      Continued discussion and decision on Objective #3 in the Alternative Energy section.

c.      Continued discussion and decision on the Goals, Objectives and Actions in the Highways section.

d.      Continued discussion and adoption of recommendations for the Connectivity section.

2007 Hawai`i Island Healthcare Conference Saturday December 1

The County of Hawai`i will be sponsoring the 2007 Hawai`i Island Healthcare Conference on December 1, 2007 at the Waikoloa Beach Marriott.  This conference comes amid a healthcare crisis on the Island of Hawai`i, and is a concerted effort to bring these individuals together with a cross-section of the community to identify the issues and work towards solutions in a unified fashion.

 

WHEN:          Saturday, December 1, 2007, 8:30 am to 4:30 pm.

WHERE:       Waikoloa Beach Marriott, Naupaka Ballroom

 

Therefore, the purposes of this conference are to:

·        Identify and present the major healthcare problems on the Island of Hawai`i

·        Develop how we as a community will take the next steps towards addressing these problems.

 

The three major problem areas that will be addressed in this conference are:

1.      Healthcare Provider Shortages

2.      Healthcare Facilities Shortages

3.      Long-Term Care Services Shortages

 

Among the participants invited is a cross-section of professionals, organizations, businesses, government sectors and interested members of the community.  We hope to achieve a greater understanding of the various issues behind the healthcare crisis by a broad range of people in the community.

Water Conservation Notice in Hakalau, Wailea Areas

Due to repairs of the Hakalau Iki Spring Source, the Department of Water Supply urges consumers entire Hakalau and Wailea Areas of South Hilo to conserve water while the repairs are being made.  Water Conservation Notice is a voluntary action to reduce water usage by 10%.

 

For customers in the affected area of the Water Conservation Notice, a list of ways to reach the 10% reduction goal is provided: 

 

·        Wash full loads of laundry only.

·        Wash full loads of dishes only.

·        Serve drinking water only when requested.

·        Do not let the faucet run unnecessarily.

·        When bathing, use water only to wet and rinse off.

·        Do not fill up the bathtub.

·        Use a glass to rinse when brushing your teeth.

·        Do not flush toilets unnecessarily.

·        Stop lawn sprinkling.

·        Stop car and boat washing.

·        Stop dust control watering.

·        Use drinking water wisely.

 

Agricultural users shall irrigate only at night from 8:00 p.m. to 6:00 a.m.  This measure will reduce water loss due to evaporation and minimize water system drain during peak demand.

Household Hazardous Waste Collections Dec 1 in Hilo, Dec 8 in Kona

Compact fluorescent lights (CFL’s) are energy-saving devices and should be properly disposed of at the upcoming Household Hazardous Waste events sponsored by the County of Hawai`i’s Department of Environmental Management in Hilo, Kona, Waimea and Pahoa.

 

The events will be held at County Transfer Stations in Hilo on December 1, 2007 and in Kealakehe in Kona from 7:30 am to 2:30 pm on December 8, 2007.  The Pahoa event will be March 1, 2008 and in Waimea on March 2, 2008.

 

Materials accepted include automotive materials, antifreeze, used motor oil, corrosives, and all types of batteries, fluorescent lights, mercury thermometers, unused or outdated prescription medications (no controlled substances, sharps & needles), compressed gas cylinders, oil-based paints, toxic garden supplies, poisons & miscellaneous household products.

 

PLEASE, NO business waste, latex paint, explosives, flares, biological or infectious waste, radioactive & shock sensitive materials, fire extinguishers, detergents or non-hazardous materials.

 

Follow the signs during the events and for safety reasons, please remain in your vehicle.

Upgrading of Pahoa, Glenwood, Volcano, Wai`ohinu Transfer Stations

The Solid Waste Division will be upgrading its transfer stations to support the County’s increased recycling and waste diversion goals and to improve efficiency of our solid waste management system.  To reflect the increased emphasis on recycling and waste diversion, the County is renaming the facilities recycling stations. 

 

The first upgrades involve the Pahoa, Glenwood, Volcano and Wai`ohinu Recycling Stations, which were chosen because they are the most seriously deteriorated.

 

The County is holding three public meetings and encourages interested residents and business owners to attend one of the following meetings:

·        Pahoa Neighborhood Facility (15-2910 Puna Road) on Tuesday, December 4 at 6 pm

·        Na’alehu Community Center (95-5635 Mamalahoa Highway) on Wednesday December 5 at 6 pm

·        Volcano Community Center (19-4030 Wright Road) on Thursday, December 6 at 6 pm.

 

The County would like to hear from the community what design features would encourage the public to increase their use of the stations for recycling, as well as make the facilities safer, more efficient, and more attractive. 

 

Note: The County is considering converting the Wai`ohinu Recycling Station to a regional collection facility that will offer commercial waste collection. 

 

The design for the upgraded facilities will contain some basic elements listed below, followed by optional elements:

 

Basic Elements for each Recycling Station:

·        Covered refuse unloading areas

·        An improved HI5 Redemption Center

·        Scrap metal recycling collection

·        Covered mixed recyclables collection

·        Green waste collection

·        Improved site signage

·        Perimeter fencing and entrance gates

·        Fire alarms

·        Improved landscaping

 

Optional Elements for Recycling Stations:

·        Reuse center

·        Household hazardous waste collection

·        Appliance collection area

·        Covered area with a table for educational use

·        Non-potable water for washing hands

·        Site lighting.

Community Development Block Grant, HOME Investment Partnerships Program Programs

The County of Hawai`i’s Office of Housing and Community Development (OHCD) is seeking eligible project proposals to include in its 2008 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD).

 

The County’s five-year 2005-2009 Consolidated Plan describes the County’s housing and community development needs, funding plans, priorities and objectives, and includes the County’s Annual Action plan for the use of CDBG and HOME Program funds.

 

The County expects to receive approximately $2,500,000 for its CDBG Program and $1,000,000 for the HOME Program.

 

Project proposals submitted to the OHCD must comply with the program criteria, meet eligibility requirements, program objectives, and be consistent with the County’s priorities and objectives as contained in the County’s 2005-2009 Consolidated Plan.

 

All original project proposals and two (2) copies must be received by 4:30 p.m. on January 10, 2008, by the OHCD, 50 Wailuku Drive, Hilo, Hawai`i 96720-2456.

 

The proposal forms and federal guidelines covering the eligible activities are available at the following locations Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays.

A brief description of the CDBG and HOME Programs are as follows:

 

Community Development Block Grant Program:

Title I of the Housing and Community Development Act of 1974 (Public Law 93-383) created the CDBG Program, which became effective January 1, 1974.  Under the CDBG Program, a community is able to develop a flexible, locally designed comprehensive community development strategy in order to address the program’s primary objective:  “…development of viable urban communities, by providing decent housing and suitable living environments and expanding economic opportunities principally for persons of low and moderate income.”

 

Under the CDBG program, grants or loan assistance may be used by eligible public agencies, private non-profit organizations, and Community Based Development Organizations (CBDO), (non-profit organization) for the following activities provided that these activities either 1) principally benefit low and moderate income families, 2) aid in the prevention or elimination of slums and blight, or 3) meet other community development needs having a particular urgency.

 

Range of Eligible Activities for the use of CDBG Program Funds:

·        •Acquisition, disposition of real property, relocation payments, clearance

·        Public facilities

·        Public service

·        Payment of non-federal share

·        Homeownership (i.e. subsidized interest, mortgage guarantee, down payments, closing costs)

·        Rehabilitation and preservation

·        Economic development, micro enterprises

·        Planning and administration

 

HOME Program:

The HOME Program was created under Title II (the HOME Investment Partnerships Act) of the National Affordable Housing Act of 1990.  The purpose of the HOME Program is to expand the supply of decent, safe, sanitary and affordable housing for very low and low-income persons.

 

Under the HOME Program, equity investments, interest-bearing and non-interest bearing loans or advances, deferred payment loans, grants, may be used by eligible public agencies, private non-profit organizations or other private organizations are eligible to utilize HOME funds for the following activities.

 

Range of Eligible Activities for the use of HOME Program Funds:

·        Development hard costs defined as the actual cost of constructing or rehabilitating housing

·        Acquisition costs

·        Related soft costs defined as other reasonable and necessary costs incurred and associated with the financing or development (or both) of new construction, rehabilitation or acquisition of housing assisted with HOME funds

·        Relocation costs

·        Costs related to tenant-based rental assistance.

 

Applicants applying for HOME funding are required to match for every $1.00 of federal HOME funds expended for the project with at least $.25 of eligible matching funds.

County Transfer Stations – Holiday Closures

The County of Hawai`i Solid Waste Division would like to notify the community that all County transfer stations and landfills will be closed for the following holidays:

 

·        Christmas Day – Tuesday, December 25, 2007 – Tuesday

·        New Years Day – Tuesday, January 1, 2008 - Tuesday

 

The County of Hawai`i's 21 Transfer Stations throughout the Big Island and the two permitted Sanitary Landfills at Pu`uanahulu and South Hilo will be closed on those three holidays.

 

All locations will reopen the day after each holiday.

 

We respectfully ask your kokua on these holidays.  The Solid Waste Division Employees appreciate the opportunity to spend the holidays with their families and thank everyone in the community for their cooperation.

First International Conference on the Coqui Frog Feb 7-9, 2008 in Hilo

The Coqui Frog Working Group is organizing the First International Conference on the Coqui Frog on February 7-9, 2008 at the Naniloa Volcanoes Resort (formerly the Naniloa Hotel) in Hilo, Hawai`i.

 

WHEN:          February 7 - 9, 2008

WHERE:       Naniloa Volcanoes Resort (formerly Naniloa Hotel), Crown Room, 93 Banyan Drive, Hilo.

 

Conference Description:

Objective: To provide an opportunity for informational exchange on the coqui frog and other invasive amphibians via oral and poster presentations, invited speakers, and panel discussion for researchers, wildlife, landscape, natural resource, and property management professionals and homeowners concerned with managing the coqui frog in Hawai‘i.

Down Payment Assistance Loans Available to First-Time Home Buyers

The American Dream Down Payment Initiative (ADDI) Program is a deferred mortgage loan to low-income first-time home buyers on the Island of Hawai`i.

 

The program helps first-time home buyers with down payment assistance to purchase an existing dwelling unit to be used as their primary residence.  The minimum loan amount is $1,000 and the maximum may not exceed the greater of 6% of the purchase price of a single-family housing unit or $10,000.

 

All loans have a 0% interest rate and payments are deferred for 15 years.  The borrower will not be required to repay the ADDI loan if he/she remains as owner occupant for the Affordability Period of 15 years.

 

Leasehold property is not eligible.

Home Repair Loans Available for Hawaiian Home Lessees

The Office of Housing and Community Development is pleased to announce that it is currently accepting applications to its Native American Housing Assistance and Self-Determination Act (NAHASDA) Home Repair Loan Program.

 

NAHASDA was established by the Department of Hawaiian Home Lands (DHHL) and administered by the Office of Housing and Community Development to make low-interest loans available to low-and moderate-income DHHL lessees who are interested in repairing their primary residence.

 

The NAHASDA loan can be used for roof repairs, electrical and plumbing work, sewer improvements, termite treatment and damages caused by termites or wood rot and the installation of a solar water heating system in conjunction with repairs.

 

Loans range from $2,500 to $50,000 at 0% to 3% interest.  The interest rate is set based on age and income.

 

Applicants 62 years or older and very-low income may have a 0% interest and deferred payment loan with a possible grant provision.

The Public Access, Open Space and Natural Resources Preservation Commission, commonly known as the “Open Space Commission,” is charged with developing and maintaining a prioritized list of qualifying lands within the County worthy of preservation, and to make annual recommendations to the Mayor and County Council regarding those properties.  This commission includes nine members appointed by the mayor and confirmed by the Council.

 

The Salary Commission reviews and compensates all County elected officials and appointed directors and deputy directors so that their total salaries and benefits have a reasonable relationship to compensation in the public and private sectors.  The Salary Commission consults with those boards and commissions which have appointing authority for department heads.

 

Volunteering for commissions normally takes no more than one day a month, and a few hours a month in preparation time.  You will have the satisfaction of knowing you have served your community and played a part in shaping the future of our island.

Loans range from $2,500 to $25,000 at 3% interest.  Loan payments are deferred for 15 years at which time full payment will be due.  Applicants 62 years or older or with special needs may have 30% of the principal balance of the loan forgiven as a grant.

County Accepting Applications for Elderly Housing in Pepe`ekeo

The County of Hawaii, Office of Housing and Community (OHCD) is currently accepting applications for one-bedroom units located at the Kula`imano Elderly Housing Project in Pepe`ekeo. 

 

Occupancy cannot exceed 2 persons per unit.  Eligible applicants must be 62 years of age or older and meet income requirements.  The tenant’s share of rent is based on gross income of the household.

 

Gross annual income by household size cannot exceed:

·        1-person household              $ 21,800

·        2-person household              $ 24,900

Hisaoka Gym Repairs Update

The Ikuo Hisaoka Gymnasium, a County Parks and Recreation facility in Kamehameha Park in Kapa`au, North Kohala, sustained major structural damage during the October 15, 2006 earthquake.

 

Extent of the damage

 

The connections where several of the building’s concrete columns join the steel roof framing were compromised by a loss of concrete around the anchor bolts connecting the two components. 

 

The earthquake also damaged much of the suspended ceiling and many of the facility’s light fixtures.  Other damage included broken plumbing fixtures, cracking of walls and broken tiles.

 

Where are we now on the Hisaoka Gym repair project?

Here are the most recent and upcoming developments, according to the Department of Parks and Recreation:

 

The bid opening for Phase I had been postponed to December 6, 2007 at 2:00pm to accommodate delays in hazardous material reconnaissance and testing efforts.  P&R is in receipt of the hazardous materials test results and related technical specifications.  An addendum to incorporate the specifications and hazardous materials report into the bid documents is currently being prepared and will be issued shortly.

 

It is anticipated that the bid opening will be postponed upon the issuance of the next addendum to Thursday, December 13 or Thursday, December 20 to allow potential bidders sufficient time to accommodate the additional scope into their bids.

 

In the meantime, the small but serviceable gym in Hawi is available for public use.

Kuakini Highway Construction Update

Construction work to widen Kuakini Highway, from Palani Road to Hualalai Road, commenced on November 8, 2004.

 

Kuakini Highway will be widened to four lanes for automobiles, including two through-lanes in each direction, and a pocket lane for left turns where appropriate. In addition, there will bicycle lanes on both sides throughout most of the project.  The construction is anticipated to end during the fourth quarter of 2007.

 

One lane will be open at all times from 8:30 a.m. to 3:00 p.m. while construction is in progress.  Outside of these hours, one lane in each direction will be open.

 

The contractor, Hawaiian Dredging, will work with the adjacent businesses and residences to assure that a reasonable access to the businesses and residences will be maintained throughout the construction period. However, motorists traveling in the area should drive with caution.

 

We are most grateful for the public’s patience and apologize for any inconvenience caused.

The Contractor is currently doing the following:

  • Miscellaneous work to complete “punch list” items (outstanding items) is ongoing.

 

The Kuakini Highway improvement project has included widening the road from two to four lanes from Palani Road to Hualalai Road, building pocket lanes for left turns, adding bicycle lanes, sidewalks, curbs and gutters, retaining walls, and utility relocation.

 

The project is part of an action plan the County of Hawai`i is using to prioritize solutions to mitigate traffic congestion in Kona.  The action plan is based on a study the County commissioned in 2000, entitled Keahole to Honaunau Circulation Plan.

COMMUNITIES IN ACTION

Healing Our Island Community Fund Mini-grants Available

Do you have an idea or an initiative for a drug prevention and education activity that will help your community?  Do you know of others willing to collaborate and conduct anti-drug activities with a focus on youth, family and neighborhood?  Mini-grants are now available for initiatives like these.

 

The Healing Our Island Community Fund is a grant-in-aid to the County of Hawai`i from the Hawai`i State Legislature aimed at inspiring and encouraging grassroots community involvement to plan and implement services, programs and events in the fight against drug abuse.

 

Funds for this program are intended to fund projects of Hawai`i Island’s community-based grassroots organizations and non-501(c)(3)s that traditionally do not have access to grant funds.  The grants are not to exceed $2,000.00 and applicants are encouraged to collaborate and cooperate with others in their own communities and with other communities.  This program has been successful in all districts across the island over the past two years.

 

More than 281 community mini-grants have been awarded since the inception of this program.  This funding has enabled communities to connect and work in a united front to address substance abuse issues.

 

Each district on Hawai`i Island has a district liaison available to assist groups with their grant proposals and to help and encourage groups to connect with potential collaborative partners in their communities.  Grant requests are evaluated monthly and are due by the 10th of each month.  Funds are limited so preference will be given to first-time Healing Our Island applicants.

Community Emergency Response Team Training November 27

Community Emergency Response Team (CERT) training workshops will be offered in Kona on November 27th.  (Previous sessions were held on November 3, 10 and 13, and 20th.)

 

These workshops are hosted by the Hawaii County Civil Defense Agency, the Fire Department, and the Hawaii County Resource Center, a program of the Department of Research and Development.

 

CERT Training consists of five sessions in which participants will learn about emergency response procedures and understand their roles and functions in the event of a major emergency or natural disaster that affects their community.

 

WHEN AND WHERE:

  • November 27 session, from 6:30 pm to 9:30 pm
  • Kahakai Elementary School Cafeteria, 76-147 Royal Poinciana Drive.

 

The goal of CERT Training is for emergency personnel to train residents, community organizations or workplaces in basic response skills.  CERT members are trained to assess damage after a disaster, extinguish small fires, teach fire safety, perform basic rescue operations, provide first aid and organize procurement of supplies.

 

These hands-on workshops will be conducted by a certified CERT instructor of the Hawaii Fire Department. 

 

Registration is limited to 25 participants. The program fee is sponsored by the County of Hawaii, which covers the workshops and CERT Training manual.

Officer of the Month to be Honored at Luncheon Dec 5 in Kona

The December 5th, 2007 Officer of the Month luncheon will feature Detective Kenneth Quiocho as the Honoree. The setting for the 12 noon event will be the King Kamehameha’s Kona Beach Hotel, and Hualalai Academy will be the sponsor.

 

Detective Quiocho is being recognized for his efforts in recovering artifacts stolen from the Mauna Kea Beach Hotel and thousands of dollars worth of jewelry stolen from a jewelry store in Kona.

 

Michael Nuss, polygraph examiner for the Hawaii Police Department, will be the featured speaker at the lunch, and will explain the procedure and significance of lie detector tests.

 

The Kona Crime Prevention Committee is an organization that encourages community involvement in aiding and supporting the Kona Police Department in their efforts to prevent crime, deter potential criminals and enforce the law.  Membership is open to organizations or individuals wishing to further the purposes of the Kona Crime Prevention Committee and is effective upon payment of dues.

 

The public is invited to attend the Officer of the Month luncheons held on the first Wednesday of each month.   Cost of the luncheon is $18.  Parking in the King Kamehameha Hotel parking lot is an additional $2.   Reservations are necessary and may be made by contacting Liz Holley at 326-7787.

The West Hawai`i Fisheries Council (WHFC), a community-based marine advisory organization, will hold its annual Strategic Retreat for Thursday, December 13, 2007, from 6:00 to 9:00 pm at the Mayor’s Conference Room in Kailua Kona. 

 

They will be reviewing their accomplishments and successes for 2007 and planning for success in 2008.  Each WHFC committee will report its programs and describe their efforts to “develop and implement management plans for minimizing resource depletion”.

 

All of the interested ocean community is cordially invited to attend the Council meetings on the third Thursday of every month or to join one of the committees of the Council.

Kailua-Kona Community Christmas Parade Saturday, December 15

The 2007 Kailua-Kona Community Christmas Parade will take place on Saturday, December 15.  The parade, presented by the Rotary Club of Kona, starts at 5 p.m. at Kona’s Kekuaokalani Gym (near the Old Airport).

 

The parade route will proceed along Kuakini Highway, down Palani Road, and along Ali`i Drive to Coconut Grove Marketplace.

 

This year’s Grand Marshall is Rev. Henry Boshard, longtime pastor of Mokuaikaua Church, the oldest church in Hawaii, located on Ali`i Drive across from Hulihee Palace.

 

The parade theme this year is Na Mele O Kalikimaka (the Songs of Christmas).

 

Neighborhood and community groups are encouraged to enter as parade participants, as are businesses and organizations.

 

The parade announcers will be stationed at: West Hawaii Today (Kuakini and Kaiwi), King Kamehameha’s Kona Beach Hotel, Torchy’s Restaurant, Pancho & Lefty’s, Kimo’s at Uncle Billy’s Hotel, Waterfront Row and Rio’s Restaurant at Coconut Grove Marketplace.

 

Bring the kids to see Santa at West Hawaii Today from 4:30 until 5:00 pm., and then he'll ride in the parade.  After the parade Santa will be available at Coconut Grove Marketplace.

Waimea Cherry Blossom Heritage Festival Saturday, February 2

You’ll be “tickled pink” Saturday, Feb. 2 at the 15th annual Waimea Cherry Blossom Heritage Festival.

 

The annual event showcases the blooming of Waimea’s historic cherry trees and the Japanese tradition of viewing them known as hanami.  In conjunction with the Paniolo Preservation Society’s Waiomina Centennial Celebration, the 2008 festival commemorates the Big Isle’s cowboys of Japanese descent.

 

A host of activities will span eastward from the Parker Ranch Historic Homes on Mamalahoa Hwy 190 to the Hawaiian Homestead Farmer’s Market on Hwy. 19.  Look for pink banners identifying site locations.  Enjoy Japanese and multicultural performing arts, a host of craft fairs, plus demonstrations of bonsai, origami, sumie, calligraphy, tea ceremony and mochi pounding.  The festival offers free shuttle transportation among venues.

High Quality Mulch at Kealakehe Transfer Station

The County of Hawai’i has free mulch at the public pick-up area of the Kailua-Kona (Kealakehe) Transfer Station available 7 days a week from 6:30 am - 6:30 pm.  This mulch is being processed by EKO Systems and is a higher-quality product than previously available. 

 

To inquire about daily mulch availability at the Kealakehe site, please call 929-8200.

 

Bring a shovel to load your own vehicle or have EKO Systems operators load with a mechanical loader between 7 a.m. and 4 p.m. only.  Assisted mechanical loading availability is subject to machine operability and time permitting.  To inquire about assisted loading, please call 217-1219 or 929-8200.  No loading fees.

 

If you want large loads delivered to your property, please contact a local trucking firm to arrange for delivery of large loads of mulch.  Again, no fees are charged to load any truck, regardless of size.

 

EKO Systems has a second permanent grinder deployed at the Hilo greenwaste site year-round.

 

We are still accepting untreated/unpainted pallets at both the Kealakehe and Hilo greenwaste sites.  For further information, please call the County's Recycling Specialist at 961-8554.

We need the streetlight pole number. It is easily spotted from a car. It is a large silver number located six to seven feet up on the streetlight pole.  If you know the street or highway name and a well-known landmark, it is also helpful.

Need a Pothole Repaired?  -- Call Public Works

 

If you know of a pothole in your street, in your neighborhood or in your travels, please call the County to have it repaired.  Public Works personnel repair potholes each Friday between 6:30 a.m. and 3:00 p.m.

 

Please call one of the numbers listed below for the community where you live.  Let the staff know you have a pothole that needs repair.  The staff will ask you the following questions:

1)         General location of the pothole

2)         Give a landmark if you can.

3)         Your phone number in case they need to contact you.

Kona, Hilo and Puna Area Motorists Should Expect Traffic Delays Next Week

Three Department of Water Supply projects adjacent to or encroaching upon public highways in Kona, Hilo, and Puna are scheduled next week, which may cause traffic delays.

 

The Department of Water Supply thanks you for your patience as we complete the following services:

  • South Kona Water System Survey 11-26-07 to 11-28-07.  From Kona Hospital Road to Ho’okena Junction, motorists on Mamalahoa Highway should expect 30 minute delays.  There will be a survey crew stopping every 200 yards for 30 minutes at a time.  Intermittent traffic diversions will be spread out over the three-day span.  To assist with traffic control, a security guard will guide motorists, roadway message boards will be posted prior and throughout, the DPW hotline (334-9559) will convey up-to-date information, and radio stations will air messages over the 3 days.

 

  • Kilauea Avenue Service Fronting Hilo Nursery and Arboretum 11-28-07.  Due to a water system service needed in this location, traffic will be diverted toward the middle lane, causing ten-minute delays. Motorists are encouraged to use an alternate route via Olona Street and Kino’ole to mitigate traffic congestion.  To assist with traffic control, a private security guard will guide motorists, the DPW hotline (334-9559) will convey up-to-date information, and radio stations will air messages throughout the day.

 

  • Kea’a-Pahoa Highway Service Fronting Shower Drive 11-29-07.  Due to a water system service needed in this location, traffic will be diverted toward the middle lane, causing a 15 minute delay.  To assist with traffic control, a private security guard will guide motorists, the DPW hotline (334-9559) will convey up-to-date information, and radio stations will air messages throughout the day.

 

All work will begin at 8:30 a.m. and end by 2:00 p.m.  Although road closures are not expected, diversions toward the middle lane will be necessary.  Motorists are asked to be alert and drive with caution.

Environmental Assessment to be Conducted for Honolulu Landing

The decision to pave or not to pave Honolulu Landing, also known as the Old Government Road in Puna, is on hold until the completion of an Environmental Assessment (EA), according to the Department of Public Works.

 

“This is based on community input from Puna residents at the October 23 Roads in Limbo meeting and, to ensure compliance with the intent and spirit of the environmental laws,” said Jiro Sumada, Deputy Director of the Department of Public Works.

 

The Environmental Assessment will propose the County consider these improvements:

  • Widen to 20’ and pave two lanes at several hills and other sections of the road with limited sight distance.  Between five to ten locations are under consideration.  Paint a double yellow center line and install raised pavement markers to delineate two lanes of travel for the safety of motorists.
  • The remainder of the road will be gravel and maintained as is with available funds.
  • Install warning signs and other safety measures along sections of the road where needed.
  • Give special consideration to keep significant trees and historic sites as is.

 

A meeting was held last month in Puna to receive feedback on the type of repair work to be done.  More than 50 people attended the facilitated meeting at the Pahoa Community Center.

 

The County has accepted responsibility for maintaining 122.6 miles of existing Roads in Limbo.  It represents a 13% increase in road maintenance to the County’s existing 900-miles, for a total of 1,029.6 miles of County roads around the island.
