Affordable Workforce Housing at Kamakoa -- Home Applications Available
Work is underway at Kamakoa at Waikoloa, the new affordable workforce housing project in West Hawai`i. Preliminary home applications are now available for island residents interested in owning a home at Kamakoa.
Isemoto Contracting began work on June 13 at the site which is located north of and adjacent to Waikoloa Village in South Kohala.
Phase 1A of Kamakoa is expected to include 65 single family homes, 50 townhouses, 23 bungalows and a community center. Models of the homes are expected to be ready in mid-2009.
Around 1,200 units for-sale and rentals are planned over a five to seven year time frame as part of this new West Hawaii community.
This spring WWH held several informational meetings with resort workers to pre-qualify them for home sales. Preliminary home applications for Kamakoa are available at the Waikoloa Workforce Housing office in Hilo at 56 Kamehameha Avenue, Hilo, HI 96720. Initiated by the County of Hawai`i, Kamakoa at Waikoloa is being developed by Waikoloa Workforce Housing (WWH), LLC. WWH is a non-profit organization established by the Hawai`i Island Housing Trust for the planning, financing, development, and management of the Kamakoa project.
WHHs mission for Kamakoa is to create a sustainable community that responds to the affordable housing needs of the West Hawai`i workforce community. Its goal is to provide a varied selection of housing at below market prices, while maintaining the highest quality of design and construction. Waikoloa area resort employees and public sector workers will be given highest consideration for this housing.
WWH is being assisted in the development of Kamakoa by UniDev Hawai`i, LLC, a company that has assisted other states, counties, and universities in meeting their workforce housing needs through the development of exemplary communities.

Integrated Solid Waste Management Plan Meetings in Kona, Waimea & Hilo
The County of Hawai`i Solid Waste Advisory Committee invites the public to express their ideas and preferences in order to complete an update to the Countys Integrated Solid Waste Management Plan.
This plan covers all aspects of waste management on the island, including waste reduction, education, recycling, composting, collection, transfer, and disposal. There are many pressing issues to decide such as future recycling and composting programs and a long-term disposal solution for the waste left over after we recycle and reuse.
These meetings are the first in a series to be held island-wide to get public input on the plan.

Nominations Sought for 2008 Womens Hall of Fame Deadline August 14
The Hawaii County Committee on the Status of Women is seeking nominations for the fifth annual Womens Hall of Fame awards to be announced at a banquet on September 6, 2008 at the Hilton Waikoloa Village Waters Edge Ballroom.
Nominees must be a woman residing in the County of Hawaii who has made contributions and is committed to community service, is an outstanding role model to women and children, exemplifies high moral character and conduct and embodies excellence or has made significant contributions in her field of endeavor.
Nominations should be in narrative form no more than two typed pages, describing the nominee and why she should be considered for the County of Hawaii Womens Hall of Fame. No more than five additional pages of supporting documentation (resume, curriculum vitae, news articles, letters of support) may be submitted.
The deadline for nominations is August 14, 2008.

County Info Meetings on Housing Programs to Boost Home Ownership
The County of Hawaii Office of Housing and Community Development will be holding informational meetings for the Family Self-Sufficiency (FSS) Program and Homeownership Option Program (HOP).
The FSS program is a voluntary, employment based program which helps Section 8 families obtain the skills they need to achieve financial independence. Support is offered to participating families through local agencies, case management, education, job training, newsletters, workshops, support meetings and other appropriate services.
A key benefit is that an escrow savings account may be established for the family.
The HOP allows first time homeowners to use their Section 8 rental subsidy to meet their monthly homeownership expenses. Participants must meet certain eligibility requirements.

Tire Ban at County Landfills and Transfer Stations
The Department of Environmental Management would like to advise the public that effective Thursday, June 26, 2008, pursuant to County of Hawai`i Ordinance No. 07-182, the County will prohibit the disposal of tires whether whole, cut, sliced, chipped, or shredded at both Sanitary Landfills and Island Wide Transfer Stations.
Please note that the County of Hawai`i is not collecting residential generated tires and is not accepting tires at the scrap metal yards in Hilo and Kona.
Residents needing to dispose of tires should contact Arizumi Tire Disposal or Leos Recycle, Inc. For residents purchasing new tires through a retailer, the tires being replaced should be left with the retailer.
For community clean up projects, please submit a request for County assistance to the Director of the Department of Environmental Management, 25 Aupuni Street, Hilo, HI 96720.

Hawai`i Island Community Group Collects Backpacks for our Homeless Neighbors
Now that school is ending for the summer, many students will be discarding their backpacks and then purchasing new ones at the start of the next school year. The Hawaii Island Leadership Series (Ulumau), a community group with members islandwide, hopes to take advantage of that with a drive to collect backpacks to donate to the homeless population of our island.
Why does this group want to give backpacks to the homeless?
Backpacks were determined to be among the items homeless individuals need most.
How many homeless people are there on this island?
The state commissioned a study, which found that in 2007 the Island of Hawai`i had 1,290 homeless individuals, including 688 in families with children. While the overall homeless population dropped two percent on the Island of Hawaii between 2005 and 2007, the number of unsheltered chronically homeless rose 25 percent, according to the 2007 Point-in-Time Count, published by the states Hawai`i Public Housing Authority Homeless Programs Branch.
Do any of the unsheltered homeless include children?
Yes. The unsheltered individuals in families with children numbered 534, while the number of sheltered individuals in families with children was 154.
How do I donate a backpack?
You may drop it off either with a School Resource Officer at your school or at any police station on the island. The Hawaii Island Leadership Series (Ulumau) is partnering with the Office for Social Ministries, which will distribute the backpacks to homeless persons in need.
What is The Hawaii Island Leadership Series (Ulumau)?

Brochure on Emissions from Kilauea Volcano Available Online
An updated version of the Countys brochure on Emissions from Kilauea Volcano, dated April 2008, is now available online. It was emailed to all County Newsletter subscribers earlier this week.
The link to the brochure, which gives a brief summary of hazards and protective measures regarding sulfur dioxide (SO2) and volcanic ash emissions can be found on the lava information webpage at www.lavainfo.us . Scroll down and click on Emissions from Kilauea Volcano Brochure.
The brochure gives color-coded levels of sulfur dioxide conditions, ranging from green (trace) to purple (extreme), with recommended responses accordingly.
The volcanic conditions are being closely monitored and if any changes occur that might affect your safety, you will be informed. Kalapana Safe Viewing Program Has Daily Telephone Hotline Updates
Hawai`i County Civil Defense has set up a new telephone hotline to provide daily updates on viewing at the Kalapana Safe Viewing site.
The lava hotline phone number is 961-8093, which lets you know the lava viewing hours for the day ahead. The lava hotline automated message is updated every day at 10 a.m.
The Kalapana Safe Viewing program at the volcanic eruption site is a wonderful natural attraction, and the County Civil Defense Agency wants all visitors to enjoy the experience in safety and comfort.
With that in mind, we encourage visitors to prepare not only for sunny days at the lava viewing sight but also for rain. Please note that there are no shelters at the site in case of rain.
For your comfort and convenience, please prepare for rain keeping in mind any trip hazard:
ˇ An umbrella and/or
ˇ Windbreaker or raincoat
Visitors are also strongly advised to take the following gear for both safety and comfort:
ˇ Bottled water (2-3 quarts or liters per person)
ˇ Sturdy closed boots or shoes and socks
ˇ Flashlight (1 per person) and fresh batteries
ˇ Long pants
ˇ Sun hat and sunscreen
ˇ Binoculars (optional)
Visitors are allowed entry to the viewing area every day from 2 p.m., with the last vehicles admitted at 8:00 p.m. This will allow officials to ensure that everybody is out of the area by 10 p.m. The viewing area is closed between 10 pm and 2 pm. This schedule is subject to change; hazardous conditions may require changes to the schedule or closure.
Visitors are reminded to obey all the warning signs and stay within the allowed areas to ensure their safety. The newly formed lava and black sand beach are extremely unstable, and can collapse into the ocean at any time. Visitors must stay well away from the volcanic steam clouds which contain hydrochloric acid and glass particles.
Please note: There is no cell phone coverage in the viewing area.
We ask that visitors show the greatest courtesy and respect to the local residents and property owners. Please remember never to go off the road or trail, and please dispose of all trash in the garbage cans provided. Guide/interpreters will be on hand in the viewing area to provide information and assistance. For more information, please call Civil Defense at 935-0031.

Talk Story Meetings on Queen Ka`ahumanu Hwy Project - Update
The public is cordially invited to a twice-monthly update on the Queen Ka`ahumanu Highway widening project every 2nd and 4th Tuesday of the month at 7:30 a.m. at the Kona Mayors West Hawai`i Office conference room at Hanama Place. Light refreshments will be served.

Phase 1 of the Queen Kaahumanu Highway Widening involves widening the existing two-lane highway to four-lanes with a median divider from Henry Street to Kealakehe Parkway. The widened highway will alleviate traffic congestion and improve traffic circulation through Kona. The project started July 2005 and is planned for completion in December 2008.
The State Department of Transportation (HDOT) advises Big Island motorists that paving work continues from Palani Road to Makala Boulevard and next from Makala Boulevard to Police Station Road, in the two out-bound lanes. Preparation of roadway for paving from Makala Boulevard to Kealakehe Parkway began April 8, 2008. The opening of the two out-bound lanes from Palani Road to Kealakehe Parkway is expected in the summer.

Water Conservation Notice in Hakalau, Wailea Areas
Due to repairs of the Hakalau Iki Spring Source, the Department of Water Supply urges consumers entire Hakalau and Wailea Areas of South Hilo to conserve water while the repairs are being made. Water Conservation Notice is a voluntary action to reduce water usage by 10%.
For customers in the affected area of the Water Conservation Notice, a list of ways to reach the 10% reduction goal is provided:
ˇ Wash full loads of laundry only.
ˇ Wash full loads of dishes only.
ˇ Serve drinking water only when requested.
ˇ Do not let the faucet run unnecessarily.
ˇ When bathing, use water only to wet and rinse off.
ˇ Do not fill up the bathtub.
ˇ Use a glass to rinse when brushing your teeth.
ˇ Do not flush toilets unnecessarily.
ˇ Stop lawn sprinkling.
ˇ Stop car and boat washing.
ˇ Stop dust control watering.
ˇ Use drinking water wisely.
Agricultural users shall irrigate only at night from 8:00 p.m. to 6:00 a.m. This measure will reduce water loss due to evaporation and minimize water system drain during peak demand.

Federal Govt Assistance for Consumers to Convert to Digital TV
The following information comes from Mary Lou Kenny, the Partnership Manager for the TV Converter Box Coupon Program being managed by the US Department of Commerce/National Telecommunications & Information Administration.
After February 17, 2009, all full-power television stations will broadcast only in digital. More than 20 million households have a television set receiving over-the-air (analog) signals. About 13.5 million of these households rely on over-the-air broadcast to receive their TV programs while another 9 million households have cable and satellite service but also have at least one broadcast-only television set in the house.
Why is the digital transition happening?
Broadcasters are transitioning to digital to provide important benefits to consumers. Because digital broadcasting is more efficient, broadcasters require less of the airwaves to provide a better television viewing experience.
Once the DTV transition is completed, some television channels will be turned over to fire and police departments for emergency communication and others will be auctioned to companies to provide new wireless services.
Who relies on over-the-air TV?
Individuals who on average are more reliant on over-the-air television include:
Federal program offers financial assistance to make the conversion to digital TV
There is a Federal Government financial assistance program designed to help consumers make the digital transition.
The National Telecommunications and Information Administration (NTIA), part of the U.S. Department of Commerce, is operating the TV Converter Box Coupon Program at the direction of Congress.
Since the program began on January 1, 2008 Hawai`i consumers have applied for 13,787 coupons, but that is a small portion of those who need assistance.
What is the DTV Converter Coupon program?
The DTV Converter Coupon Program is the only program designed to ensure that every household continues to receive television service after the conversion to digital transmission.
For many people, television is more than simply entertainment. For seniors and the homebound, it is a social network and in many cases provides lifeline services.
Recent immigrants use it both for education and as a tool to learn English. All of us use it in weather emergencies to plan for the safety of our families and property.
In emergencies and disasters, television is a national unifier. We want the Hawai`i County community to know that financial assistance is available to make the conversion and maintain your existing television service.
February 17, 2009 is when the switchover to digital TV happens
Consumers who use rabbit ears or a rooftop antenna with an analog television need to take action before February 17, 2009, to continue receiving television broadcasts.
Will my TV work after February 17, 2009?
Analog television sets receiving free TV using an antenna will not work after February 17, 2009. Television viewers with these sets that are not connected to a pay TV service will need to take action before February 17, 2009, to ensure their TV sets continue to work.
What is a TV converter box?
A TV converter box is a new product available in early 2008 that plugs into your analog TV and, along with your antenna, will keep your analog set working after February 17, 2009. A TV converter box is a one-time purchase and is expected to cost between $50 and $70. A TV connected to cable, satellite or other pay TV service does not require a TV converter box from this program.
How do I install a TV converter box?
Converter boxes plug into TV sets, either in the back or front, depending on your TV. You will still need your antenna, which works with the TV converter box.
Each TV converter box will come with installation instructions from the manufacturer. You should be able to install the converter box using the instructions provided by the manufacturer. How does the TV Converter Box Coupon program work?
The Federal Government created the TV Converter Box Coupon Program for households wishing to keep using their analog TV sets after February 17, 2009.
The Program allows U.S. households to obtain up to two coupons, each worth $40, that can be applied toward the cost of eligible converter boxes. Consumers must complete and submit an application to receive the coupons.

The County of Hawai`i is seeking civic-minded applicants to fill vacancies on County commissions. Citizens have the opportunity to serve on important boards and commissions that make decisions which affect the quality of life on our island, and determine the future for generations to come.

The Public Access, Open Space and Natural Resources Preservation Commission, commonly known as the Open Space Commission, is charged with developing and maintaining a prioritized list of qualifying lands within the County worthy of preservation, and to make annual recommendations to the Mayor and County Council regarding those properties. This commission includes nine members appointed by the mayor and confirmed by the Council.
The Salary Commission reviews and compensates all County elected officials and appointed directors and deputy directors so that their total salaries and benefits have a reasonable relationship to compensation in the public and private sectors. The Salary Commission consults with those boards and commissions which have appointing authority for department heads.
Volunteering for commissions normally takes no more than one day a month, and a few hours a month in preparation time. You will have the satisfaction of knowing you have served your community and played a part in shaping the future of our island.

Occupancy cannot exceed 2 persons per unit. Eligible applicants must be 62 years of age or older and meet income requirements. The tenants share of rent is based on gross income of the household.

The Ikuo Hisaoka Gymnasium, a County Parks and Recreation facility in Kamehameha Park in Kapa`au, North Kohala, sustained major structural damage during the October 15, 2006 earthquake.
Extent of the damage
The connections where several of the buildings concrete columns join the steel roof framing were compromised by a loss of concrete around the anchor bolts connecting the two components.
The earthquake also damaged much of the suspended ceiling and many of the facilitys light fixtures. Other damage included broken plumbing fixtures, cracking of walls and broken tiles.
Where are we now on the Hisaoka Gym repair project?
Here are the most recent and upcoming developments, according to the Department of Parks and Recreation:
Phase I:
On Thursday, July 3, 2008 the project coordinator from the Department of Public Works - Building Division visited the site to verify its condition for acceptance to close the project. Except for a few minor stored items, the site was accepted as the contractor left it. As such, the contractor's contract is being closed pending submittal of necessary documentation by the contractor. So, for all intents and purposes, Phase I is complete.

Here is the project timeline as is currently set up:
Following the bid opening, the apparent low bidder's documentation will be verified and, if everything is in order, a contract routed for execution. Commencement of construction will be determined to be a date acceptable to the County but based on availability of the contractor's crew and timing of long-lead materials necessary to commence the work.

Whats IN: Eligible (redeemable) beverage containers include: soft drinks, soda, water, juice, tea and coffee drinks, and low alcohol content drinks (beer, malt beverages, wine coolers, mixed spirits) in metal, glass or #1 plastic, 64 oz. or less.

Hawai`i Performing Arts Festival at HPA in Waimea on July 22 & 26
What's one good reason to attend a concert at the Hawaii Performing Arts Festival this summer? To see and hear the Karl Lagerfeld 150th anniversary piano offered by Sanders Piano, which will be displayed and utilized during concerts at Davies Chapel at Hawaii Preparatory Academy in Waimea on July 11, 12, 22, and 26.
The Hawaii Performing Arts Festival will once again showcase Steinway pianos provided by Sanders Piano of Honolulu during its fourth season starting in July. Classical artists from all over the world will gather in Waimea to study and perform in 15 concerts playing Steinway pianos.

7th Annual Kalae Iki Youth Baseball Clinic in Kona July 18-20
The 7th Annual Kalae Iki Youth Baseball Clinic will be held from Friday July 18 through Sunday, July 20 at the Kailua-Kona Baseball Complex, .sponsored by the Jack Gifford Foundation and the Betty Kanuha Foundation in cooperation with the County of Hawai`i Department of Parks and Recreation.
This baseball clinic is open to boys and girls ages 7-17. Each participant should bring his or her own baseball equipment which should include: glove, batting helmet, bat, shoes, appropriate baseball protective supports (as required by all youth leagues for participation) and water bottles.

Abled Hawai`i Artists Festival at HawCC Saturday July 26
The community is cordially invited to the first annual Abled Hawai`i Artists Festival, which makes its debut on Saturday, July 26 at Hawai`i Community College in celebration of the 18th anniversary of the Americans with Disabilities Act of 1990.

Featured will be more than 20 artists of various media who will display and sell their art. The festival will also have food booths and entertainment including Puna Men's Chorus, PALS, Visayan Club, and a variety of individual entertainers.

What is AHA? AHA is an acronym for Abled Hawaii Artists, an art festival that celebrates the Americans with Disabilities Act of 1990, and provides community inclusion for artists with disabilities.
There are annual ADA celebrations in almost every state. In the state of Hawai`i, the nonprofit Center for Studies on Disabilities in Honolulu started Abled Hawai`i Artists five years ago.

49th Annual Hawaiian International Billfish Tournament in Kona July 27-August 2
The 49th Annual Hawaiian International Billfish Tournament takes place in Kona from July 27 to August 2.
Teams from Hawaii, the U.S. and around the world compete for five days to catch prized Pacific blue marlin and win the coveted HIBTs Governors Trophy (no cash prizes are given). Most marlin caught are tagged and released to promote conservation.
The tournaments parade will go through Kailua Town on Sunday, July 27 from 2:00 pm, with the parade route starting from King Kamehamehas Kona Beach Hotel parking lot, down Ali`i Drive, ending at Hualalai Road.
The fishing days will be from Monday, July 28 through Friday, August 1.
Awards Night will be Saturday, August 2, 2008 at the King Kamehameha Ballroom.

Dr. Paul Troy of Hawai'i Oceanic Technology (HOT), will discuss a proposed ahi aquaculture farm in
the deep ocean 2.6 nautical miles offshore of Malae Point, North Kohala. Troy was an oceanographer at UH Manoa before founding Hawaii Oceanic Technology. His proposal involves a hatchery-based ahi farm will grow hatchlings from local ahi broodstock using untethered, submerged and self-powered spherical cages kept on station using GPS.
HOT is preparing a Draft Environmental Assessment and a request to the Department of Land and Natural Resources for an ocean lease for the farm. HOT would like to receive input from the Kawaihae Local Resource Council on the proposed project.
During the August 3 meeting, Representative Cindy Evans will report on the recent decisions made between DOT and DLNR concerning the use of the Coral Flats area.

The Waimea Community Association and nine other community partners invite voters in the South Kohala District to two Non-Partisan Candidate Forums in coming weeks at Waimea School Cafeteria.

56th Annual Hilo Orchid Society Show & Sale August 8-10 at Tennis Stadium
The 56th Annual Hilo Orchid Show & Sale will be held Friday August 8from 9 a.m. to 9 p.m., Saturday August 99 a.m. to 5 p.m., and Sunday August 10, from 10 a.m. to 2 p.m. at the Edith Kanakaole Multipurpose Stadium.
Thousands of orchids will be on display and also for sale during this three-day botanical extravaganza.

There is more to orchids than meets the eye. No other plant has stirred passion in quite the way that orchids have. With more than 20,000 wild varieties, the family of orchids is large and diverse, blooming in a wide range of colors and forms in a multitude of habitats.
The theme of this years show, "For the Love of Orchids," will be brought to life in a unique design by local artist Jamie Gilmore. Her painting of the renowned honohono orchid will appear on posters and T-shirts commemorating the annual event, considered the best orchid show in the state.
The honohono orchid is a hanging type that grows long, leafy canes that can reach lengths of four or five feet. When the plant is ready to bloom, the leaves fall off and are replaced by a profusion of white, lavender or light pink flowers. When in bloom, the plant looks something like a fountain bursting with orchids.

Healing Our Island Community Fund Mini-grants Available
Do you have an idea or an initiative for a drug prevention and education activity that will help your community? Do you know of others willing to collaborate and conduct anti-drug activities with a focus on youth, family and neighborhood? Mini-grants are now available for initiatives like these.
The Healing Our Island Community Fund is a grant-in-aid to the County of Hawai`i from the Hawai`i State Legislature aimed at inspiring and encouraging grassroots community involvement to plan and implement services, programs and events in the fight against drug abuse.
Funds for this program are intended to fund projects of Hawai`i Islands community-based grassroots organizations and non-501(c)(3)s that traditionally do not have access to grant funds. The grants are not to exceed $2,000.00 and applicants are encouraged to collaborate and cooperate with others in their own communities and with other communities. This program has been successful in all districts across the island over the past two years.
More than 281 community mini-grants have been awarded since the inception of this program. This funding has enabled communities to connect and work in a united front to address substance abuse issues.
Each district on Hawai`i Island has a district liaison available to assist groups with their grant proposals and to help and encourage groups to connect with potential collaborative partners in their communities. Grant requests are evaluated monthly and are due by the 10th of each month. Funds are limited so preference will be given to first-time Healing Our Island applicants.

The County of Hawaii has free mulch at the public pick-up area of the Kailua-Kona (Kealakehe) Transfer Station available 7 days a week from 6:30 am - 6:30 pm. This mulch is being processed by EKO Systems and is a higher-quality product than previously available.

Two-Month Field Survey of Lako Street and Ali`i Drive Starts July 14
A two-month field survey of Lako Street and AliI Drive begins Monday, July 14, as part of ongoing plans for the proposed Lako Street Extension and at the request of the County of Hawai`i. The survey is expected to continue through August.
The field survey will give the County details of the topography and archaeological features to determine the location of the roadway and appropriate mitigation techniques surrounding these historic sites.
Surveyors from Austin Tsutsumi & Associates will conduct the survey of the contours, elevations, and existing conditions and pinpoint archaeological sites, walls, utilities and other features.
A portion of Lako Street between Halawai Place to the end of the Lutheran Church property and 1,000 feet along Ali`i Drive between Royal Poinciana and Laaloa Street will be surveyed. Field work will be conducted between 8 a.m. to 5 p.m.
Property owners adjacent to these areas will receive letters informing them about the surveys and requesting permission to enter yards if necessary.
The planned Lako Street Extension is expected to distribute and ease traffic along Royal Poinciana Drive and between Kailua and Keauhou. It will become a mauka-makai connector road from Ali`i Drive to Kuakini Highway, serve as a planned emergency route in the event of a natural disaster, and accommodate the residents of Komohana Kai subdivision.
The Lako Street advisory group has actively worked with the County since November to ensure that the goals and values of the community are incorporated into the proposed improvements. Members are individuals who reside or work in the area, as well as individuals who work for government agencies or community organizations. The advisory group has met monthly to openly discuss matters related to the Lako Street corridor. Meetings are open to the public.

County to Drill for Soil Samples along La`aloa Avenue Starting July 21
The County of Hawaii will be drilling for soil samples along Laaloa Avenue and the proposed extension to determine the strengths and characteristics of the existing road and to define the topography of the proposed extension for Laaloa Avenue. Drilling starts the week of July 21.
The hours of operation are 7:30 a.m. to 7:00 p.m. weekdays. Drilling is scheduled for completion in mid-August.
A total of 10 sites will drilled for samples: five along the current Laaloa Avenue and five along the proposed Laaloa Avenue extension.
During the week of July 21, soil samples will be obtained at the entrance to Laaloa and in the vicinity of Princess Keelikolani drive; Hoolaupa Street; along the proposed Alii Parkway and Kapukapu Street.
During the week of August 4, samples will be taken along the proposed Laaloa Avenue extension. A copy of the proposed route is online at http://co.hawaii.hi.us/info/projects.htm .
The draft environmental assessment (EA) will be available for public review at the end of September. Public comment and adoption of the EA will then take 60 days to complete. The final design for the proposed route will appear in the final environmental assessment which is due in December.
No date to begin construction has been scheduled.

DLNR Closes Coastal Puakea Bay Trail for Rerouting, Construction of New Section
Effective immediately, the Department of Land and Natural Resources (DLNR) has temporarily closed the southern section of the coastal Puakea Bay Trail in West Hawai`i.
The closure is necessary due to erosion beneath the cliff that the trail traverses, which was caused by natural ocean processes and accelerated by the 2006 earthquake.
This trail may be included in the final Ala Kahakai National Historic Trail when the National Park Service completes the designation process and establishes a collaborative management strategy with the State.
DLNR is negotiating with the adjacent private landowner to determine a safer alternate route to relocate this section of trail. No estimate is immediately available on how long the trail closure will be in place. Trail closure signs are posted.
The public is asked to please observe this closure; going around it is trespassing on private land and there is no delineated and established alternative trail. An announcement will be made when the relocated trail segment is opened.
We are urging hikers not to go beyond the trail closed and end of trail signs for public safety reasons and to respect the private property of the adjacent landowners, said DLNR chairperson Laura H. Thielen.
Violators could receive a citation from DLNR enforcement officers for leaving the designated trail, that is now closed, and then trespassing.

Work Begins on New Traffic Signals at Corner of Kinoole and Kamana
Crews have started preliminary work on the installation of traffic signals at the corner of Kinoole and Kamana Streets in Hilo.
Traffic flow will not be interrupted, but motorists traveling on Kinoole are advised to slow down as crews are working along the side of the road on the infrastructure prior to installing the signals.
The new traffic signal will have a countdown clock for pedestrians crossing the street. Installation is scheduled for completion before the end the year.
Meanwhile, installation of the traffic signal at the intersection of Mohouli and Kumukoa streets continues. The Mohouli traffic signal is scheduled for completion in November.

Honalo Junction Barricades Take a Break during Schools Summer Vacation
Beginning Friday, June 13, there will be no barricades at the Honalo Junction in West Hawai`i until schools resume classes the week of July 28.
For the past 18 months, the barricades discouraged motorists traveling south on the Old Mamalahoa Highway from entering the south flow of traffic on Highway 11. Motorists were only able to turn right (down toward Kailua) just before Honalo Junction.
A traffic ordinance now makes it illegal to enter the south flow of traffic on Highway 11 between 3:30 p.m. and 6:30 p.m. Monday through Friday. Signs for right turns only are posted at the Honalo Junction.
Since the barricades were installed in January 2007, Public Works personnel have noted a decrease in southbound traffic congestion and a distinct correlation between traffic on school days and when there is no school. Roadwork improvements between Captain Cook and Kealakekua which involved the installation of turn lanes are also helping reduce congestion.
Because of these positive changes, Public Works has adjusted the schedule at Honalo Junction by reducing the days the barricades are erected from five to four days a week, removing the barricades an hour earlier and removing barricades when school finishes early or is not in session.
When schools resume classes the week of July 28 the barricades will be restored to Honalo Junction between 3:30 p.m. and 5:30 p.m. on Monday, Tuesday, Thursday and Friday, excluding holidays and school vacations.
Got Junk Cars? County of Hawai`i Can Help
If you have junk cars on your property, the County of Hawai`i can help. The Department of Environmental Managements Amnesty Program can remove two (2) derelict vehicles from your private property for FREE.
How do I qualify for the Amnesty Program?
The private property owner or a certified representative must complete and sign the application. You may obtain an Amnesty Application by calling (808) 961-8552 or via the internet at http://co.hawaii.hi.us/env_mng/swm/DVAP%20application.pdf .
Applications can be dropped off or mailed to the Solid Waste Division, Amnesty Program, 108 Railroad Avenue, Hilo, Hawai`i 96720.
To report an Abandoned Vehicle on a public highway, public or private street or thoroughfare, please call police dispatch at 935-3311.
Be prepared to give the location and description of the vehicle. You may also call the Countys Abandoned Vehicle Program at 961-8552.
